What the causeway does when weather turns
The causeway is the part of the crossing most exposed to weather. Because it is low, a storm surge can put water on it, and because it is the only road to the island at that point, a closure there is a closure of the crossing.

NCDOT publishes storm, winter and evacuation guidance in the same place it publishes routes, and the evacuation route maps exist precisely because coastal roads like a causeway can be the first thing to go under and the first thing to be reopened when crews can reach it.
